Carrying out the Decision of the VI Congress of MWBU ‘’Nezavisnost’’, based on the Decision of the MWBU ‘’Nezavisnost’’ Leading Committee and signatures of over 50 trustees from the Trustee Offices of Metal and Textile Industry Workers, a Decision was received from the Ministry of Labor and Social Policy on the Registration of Serbian Industrial Trade Union under ordinal no. 20916. This is the final result of endeavors of responsible and creative unionists, lasting several years, which have formed Serbian Industrial Trade Union not because of their personal ambitions and positions, but in the interest of present and future members of Serbian Industrial Trade Union. This Decision is a clear signal to other members of ‘’Nezavisnost’’ family that no one can prevent them from associating on volunteer basis and solidarity principles through administrative and coercive measures.

Continuing the tradition, present in Serbian history, that great defeats were presented as the greatest victories, the president of the ’’CATUS’’, Ljubisav Orbovic and president of UBU ’’Nezavisnost’’, B. Canak (co-owner of the newspaper ’’DANAS’’) glorify the loss of workers rights, guaranteed by the G.C.A., as ’’workers victory’’!? When you have a signed and valid G.C.A. and promise of the President of Serbia, Boris Tadic, as well as of the Minister of Labor, Rasim Ljajic, that the G.C.A. shall be granted general competence ’’only’’ after a ’’socially responsible Government’’ is formed. Instead of this, workers and unionists have not realized any right of the G.C.A. for more than 5 months already. On April 29 2008, at the famous Trade Union Convention ’’Democracy – that is dialogue’’ there was no word about calculations as to how much the G.C.A. and its application would cost, who was going to pay for this, and the financial crisis in the world was not even mentioned. At that time, one should have convinced workers to vote for political option which conduced to signing of the G.C.A. after two and a half years delay.

Branislav Canak’s endeavors, lasting several months, that workers rights of the G.C.A., referring to hot meal and vacation allowance, should be considerably diminished, have encouraged Employers and Government representatives to propose the amendments to the G.C.A. Hardly obtained rights of the G.C.A., also verified by the President of Serbia, Boris Tadić, through his participation in Trade Union Convention on April 29 2008, when the General Collective Agreement was signed, will remain unrealized.

A majority of companies and institutions of Smederevo have signed and applicable Collective Agreements with the Employer. Some, as employees of
U. S. Steel, have better pays and other benefits than those contained in the G.C.A. The problem of non-observance of the G.C.A. is not unknown to people of Smederevo and they state that one has to comply with it. The Petition for the G.C.A. was met with understanding by citizens of Smederevo and U. S. Steel’s workers, MBS, Zelvoz, companies of the metal industry complex, where MWBU ‘’Nezavisnost’’ has its Trustee Offices and members. The citizens came out for peaceful methods of unionist action and use of social dialogue as the way for solving problems. Politicians were criticized, because they used political campaigns for making promises which they did not keep, but they get power. Very often, the question pertains to inadequate trade union support of workers interests, namely, protection of their interests, especially, non-application of the G.C.A. provisions and proclamation of its general competence, as President Boris Tadic promised on April 29 2008 at Trade Union Convention in ‘’Sava’’ Center.

WHO INTENDS TO SELL THE GENERAL COLLECTIVE AGREEMENT

The biggest metal industry companies of Sumadija and Pomoravlje, as well as their employees are willing to protect the G.C.A. A poll conducted in Jagodina and Kragujevac indicated that over 60% of those polled and citizens were ready to come out on the streets and 37% would take part in the general strike. The highest percentage of those polled think that trade union leaders Branislav Canak – UBU ‘’Nezavisnost’’ and Ljubisav Orbovic – ‘’CATUS’’ were bribed by the authorities and employers and that they should be dismissed from the position of trade union president. The action of MWBU ‘’Nezavisnost’’ - ‘’For the G.C.A.’’, in Jagodina, was supported by colleagues of ‘’Agroziv’’, ‘’Printing Office – Mladost’’, Jagodina Breweries and Jagodina’s Elementary and High Schools. Workers demanded organizing a protest in front of the Government building and Trade Union buildings, which easily waived workers rights, contained in the G.C.A.

The workers and citizens of Leskovac are aware that they can be deprived of the G.C.A. only if ‘’sold’’ by trade union representatives. Besides representatives of SMWBU ‘’Nezavisnost’’, the action of signing the Petition was supported by unionists of ‘’Nezavisnost’’ Union from ‘’Aktavis’’ and showed solidarity regarding the G.C.A. A high level of rights and good pays in ‘’Aktavis’’ didn’t keep unionists from fighting for the G.C.A., which should protect all Serbian workers. The G.C.A.
